Welp, ya know. Maybe it would be normal to have a Secretary of DEFENSE in high level Cabinet meetings about a PEACE plan, but if dud insists on being the Secretary of WAR, I can't imagine why anyone WOULDN'T keep him out of meetings about a peace plan.
