Is there someone, anyone willing to litigate the question of whether any of this falls outside the parameters of official acts? Please, someone. GROW A SPINE. CONGRESS gets to declare war. Emergency powers still require assent from Congress. The President does not just get to cite legislation intended for wartime when there is no war and Congress has to declare war anyway.
